Every year, residents of apartment buildings may experience some uncomfortable conditions associated with turning on or off heating systems. Many are not satisfied with the timing according to which this happens. Our task is to figure out when utilities are required to turn on heating in apartments and when the heating season ends in 2021.
It should be noted here that the onset of the heating season is associated with a whole range of measures aimed at the normal launch of all systems. These include various preparatory procedures and necessary repairs. In order not to experience problems with the onset of autumn, you need to prevent them in advance.
When will the heating be turned on in 2021?
Turning on the heating in the apartment remains a pressing issue. And here there are conditions for supplying hot water to the batteries:
- Outside air temperature. Resolution No. 354 defines the beginning of the heating season with the onset of average daily temperatures not exceeding 8 °C for 5 days. This limit is associated not only with comfort in apartments, but also prevents the possibility of freezing of systems and unheated rooms of the house.
- We need confirmation from weather forecasters. The cold snap may be short-lived. If forecasts do not promise long-term warming, then there is no point in launching heat supply systems. This fact may outrage residents, who will consider the switching on premature, and they will have to pay for the heat.
The approximate start time of the heating season in central Russia is the first half of October. It is at this time that the weather becomes colder and temperature changes towards high temperatures are unlikely.
Often, along with the start of heating systems, a difficult time comes for utility workers. Problems of an unpredictable nature always happen. Therefore, management companies, as a rule, set a schedule for supplying heat to the houses they service. This is due to the fact that possible problems can be resolved promptly.

When will the heating season end in Moscow in 2021?
In Moscow they started talking about the approaching end of the 2021 heating season. This is due to the establishment of warm and relatively dry weather in the city. And weather forecasters say that residents of the capital should no longer expect significant cooling and frost.
As the city mayor's office emphasizes, the end of the heating season will generally be carried out on time, similar to last year. It is expected that utilities will stop supplying centralized heat to subscribers in early May. However, says the deputy mayor for housing and communal services, much will depend on the conditions and temperature outside the window.
“As soon as the outside temperature rises above plus 8 degrees within five days,” said Pyotr Biryukov.
In general, this measure has proven itself to be quite effective in recent years in most Russian cities. It is based on the average daily air temperature in the city that officials are trying to coordinate utility companies. They, in turn, are preparing to suspend or completely end the heating season based on this command.
What to do if the heating season has begun and the radiators are cold?
It is not uncommon for batteries to remain cold after the heating season opens. If your neighbors' batteries are warm, then the problem is in a separate radiator. There may be air trapped in your pipes that has created a blockage that is preventing heat from flowing through. Here it will help to contact the organization servicing the house; it will send a specialist. He will check the functionality of the heating system in the apartment and bleed air if necessary.
The lack of heat in the battery can also be affected by accumulated plaque if the pipes are old. The heat output of such radiators is significantly reduced.
If the specialist does not find the reason, then you should again contact the housing and communal services with a request to measure the temperature in the apartment or room and, accordingly, reduce the payment for heat resources. Based on the results of measurements, a report must be drawn up, on the basis of which recalculation will be made.
It is believed that the comfortable temperature for different rooms in the apartment is different. So for a living room these indicators are 18-24 degrees, in the kitchen and bathroom - 18-26 degrees (read more about what the temperature in the apartment should be).
When does the heating turn off in 2021?
According to forecasters, the end of the heating season in 2021 will begin on the 20th of April and, depending on the region, will end in May.
The heating system is legally turned off subject to several conditions:
- Outdoor temperature . According to Decree No. 354 “On the provision of public services...”, the end of the heating season is recognized as the time when daytime temperatures remain above 80C for 5 days. This condition applies to those houses where the coolant enters the building's engineering systems via centralized networks. If this utility service is provided using common house equipment, then the end date of the heating season is determined by the owners of the premises in the house themselves by holding a meeting and drawing up a decision. If this is not accepted, then the norms of the above Resolution are used.
- Seasonal compliance. When turning off the heat, the time when stopping the equipment by heat supply organizations is considered the most favorable is also taken into account. For central Russia this is the period from April to mid-May. It is then that the shutdown will be quite comfortable for the population and equipment.
- As a rule, the end of the season for supplying heat to houses is coordinated with meteorological services. They can predict whether a sharp downward change in temperature is likely over the next 10 days. If this is not expected, then the supply of heat to houses can be stopped when the first two conditions occur.
The final decision to stop heat supply is made at the level of local authorities. Therefore, it is not always worth scolding the utility services that manage the house. In this case, they are only performers.
Heating shutdown schedule in Russian regions in 2021
Local authorities plan to turn off the heating until May 1.
Region | Planned date of heating shutdown |
Moscow | 26 April |
Moscow region | April 24 |
Tver | May 3 |
Lipetsk | April 23 |

The transition to summer mode and shutdown of heat supply systems occurs in stages. First, this happens at industrial facilities, then office and administrative buildings and premises are switched off. Then comes the turn of residential buildings and only at the last moment the social sphere: hospitals, schools and kindergartens.

What to do if it’s warm outside and the heating isn’t turned off?
There are rules that we talked about earlier. The main one states that the heat is turned off when the average daily air temperature is at least 80C for 5 days. The average temperature is derived by measuring daytime and nighttime indicators. But in spring the differences can be very significant, that is, it is warm during the day, but still freezing at night. There is a logic here: you need to turn off the heat in houses when the temperature that is comfortable for this has already been established.
Many people complain that they have to “heat the street” and pay for it. As warm weather sets in, the number of calls and complaints to utility services increases. But they are only executors, and the decision is made by the territorial authorities.
In this case, the only winners are those houses where there is common house equipment that allows you to shut off the flow of coolant. Again, the management company will do this only by decision of a meeting of residents. Not everyone is annoyed by hot batteries; there may be some who are dissatisfied with cold ones.
Now many central heating stations serving several apartment buildings are equipped with automation that can respond to changes in outside air temperature. This allows you to reduce the coolant supplied to apartments with the onset of a warmer season.
Perhaps the most effective way to reduce the temperature of the battery in the apartment is to install a thermostat. Although this will only help create a comfortable indoor climate, it will not affect the payment in any way if the house has not undergone a major renovation with the replacement of the entire heating system.
In conclusion, I would like to note that the beginning and end of the heating season directly depends on the temperature outside the window. The decision on when the batteries should become warm is made by the authorities at the territorial level in accordance with the adopted legislation in the field of public utilities.
When is the heating required by law to be turned off?
If the house is equipped with an autonomous heating system, then the residents (the owners of the premises) decide when to start and when to end the heating season. The only thing that can be negative here is a likely increase in energy consumption, which will naturally entail additional costs. In this case, subscribers decide for themselves what is more important: keeping warm or saving on payments.
If the house is connected to a central heating system, then you will not be able to turn it off yourself. In this case, the heating shutdown date depends on external factors, namely the average daily ambient temperature. Thus, the beginning of the heating season occurs in the fall, at a time when for 5 days in a row the temperature does not exceed +8°C. The end of the heating season also depends on the average daily temperature. It should be higher than +8°C for 5 days in a row.
Today, there is already a corresponding decree on turning off heating in 2021. Thus, heating will be turned off on the following dates using the example of large cities:
- 04/26/2019 – in Moscow;
- 04/24/2019 – in the Moscow region;
- 04/27/2019 – in Yaroslavl;
- 04/28/2019 – in Tula;
- 04/29/2019 – in Tver;
- 05/03/2019 – in Novokuznetsk.
